I am a manger for an engineering company. One of my responsabilities is to assign the members of my staff to the various projects we do both large and small. Should I be using the delegation model for this or are their some modifications to it that I should use?

Yep, works for that very well. You may have to consider a longer meeting after you've had the initial delegation conversation, for larger issues, but yes, that's why it's there.
