I am doing O3 with my directs but one of my managers is out for 4-6 weeks. When he comes back he said he will retire in three months. Due to a hiring freeze it is unlikely that he will be replaced. Currently, his reports are my responsibility so should I do O3 for them?

Yes, I think you should conduct O3s with your "temporary" directs. The question to me is not a function of how long you'll be in charge over these directs. Rather, it is a function of your desire to build better relationships with them.

If you are correct and the other manager retires and you regain supervision of these directs (in light of the hiring freeze), then I think you'll see a good ROI on the time you spend conducting O3s.
