You might be thinking, instead, of Tom Clancy's Book "Executive Orders"
In the book, President Ryan listens to his cabinet discuss whether to shut down interstate commerce to limit/stop an epidemic. President Ryan asks for input from everyone ...and nearly everyone is against doing so. President Ryan does it anyway.
