When my boss asks me to rate my peers, how should I respond?

examples: “Is your colleague, bob, ready for a promotion?” “Who is the best of your peers?” “How would you rank your peers?”

I would provide an honest feedback for whoever ready for the post.
You should be working towards what is the best for your team and your company.

Be honest and fair. Acknowledge what should be. Give feedbacks about their positive qualities. As to the negative, I wouldn't say it as is but something to improve on.
