Managing in open seating office

Our company only has offices for the board of directors, HR Manager and Controller.
All other managers sit with their departments in open seating. (approx. 72 people per each room, multiple departments in same space)

I find giving feedback difficult in this scenario.
I become concerned that calling a team member to a "chat room" would be seen/taken as negative, regardless of the feedback.

Is this a valid concern?
Is this "open seating" an issue, or is it all me?

Any advise?

One of the benefits of regular one-on-one meetings is that going into a room and closing the door becomes routine and is not looked upon as anyone going to the principal's office.
