I'm looking for insights and recommendations from other managers about the creation of management instruction documents? We utilize many processes (e.g. for status reporting) and many of these are loosely documented. I am planning to create a more formal management instructions area on our intranet for team members.

But will this be something that is just seen as over documentation and people will never read it?

If you solve a problem for people, then your documentation will be read.  Identify where your team sees a need for documentation (they're trying to file a status report, but they don't know how to post it.  Or there is no standard template.)  

Fix that problem.  Documentation for its own sake will not get read.
