BLUFF:  How honest are you in surveys from your suppliers?

I'm in Purchasing and it's that time of year where we often get surveys from our suppliers on how they did the previous year.  While I don't have O3s with vendors, I make sure to give them feedback so they always know where they stand with me and the company.  This year, I've had a couple suppliers where to call them "challenging" would be sugar coating it.  I've let them know with very direct feedback during the course of the year.

How much value is there in being direct with them in these surveys?  I would assume management reads these and if they don't know of the issues from my counterpart, I'd be surprised.  Should I be brutally honest about the vendors's failures (or wins for those that do)?
