Is it ever okay to bypass a non-responsive recruiter?  He works for a firm hired by a foundation posting a position I dearly want.  He contacted me within hours of receiving my resume to set up a phone interview.  Phone interview went great and he stated he would send my info along to the foundation and get back to me either way within 1-2 weeks.  Two weeks went by without a word, so I sent a polite follow up email.  Nothing.  Another week went by, another polite email.  And phone message.  He then got back to me stating he would speak to the foundation the next day and get back to me that afternoon.  Nothing.  Another week, another polite follow up from me. Should I contact the foundation directly?  I just want fair consideration and am concerned the recruiter is unable to follow up for some personal reason...?
