I have a question about a manager not taking responsibility with his staff in regards to a poor hiring decision and would like input from the forum prior to my meeting with him.

 

One of my managers hired a new staff member without authorization, despite company policy to the contrary. The new staff worked for two weeks before I was notified of the hire, at which time I denied the hire due to budgetary issues.

Hiring someone and then letting her go two weeks later is unfair to the person hired and I am drafting a letter of apology. 

My concern with the manager however is that I do not believe he has communicated to his staff his responsibility in this situation.  As a result, his staff have contacted HR to complain about my response and have written a angry letter to me about the situation.

I am meeting with him tomorrow and would appreciate your thoughts and perspectives.
