I am taking on a new assignment where I, from country A, will be managing a wind up/run down of operations for staff in country B.  My question is how do I to effectively manage them with MT?  How do I motivate them?  Do I still stick with coaching?  This is a multi year program.

I've done something similar before in another company, but I was able to keep some local staffing around.  I always pitched it as, "Europeans ought to run European operations - I'm just hear to help make that happen." 

I don't have the same luxury this time and I'm wondering if anyone has the same experience?  What kinds of things can be used to motivate people to work?  I haven't been to country B yet but I'm assuming the rumour mill is exploding and morale is low.
