Does anyone teach the Peer Feedback model to your direct reports?

I can see this as useful for my Engineers who help less-experienced team members. It might sound something like, "When you commit code like ____, then it causes the system to do _____."

Are there other scenarios where you'd want your direct reports to give each other feedback?  Are there times when you would not want directs giving each other feedback?  And, how would you teach them when to give feedback, and when to refrain?

Or, should feedback be a tool primarily for managers?
