Our VP holds a monthly skip level meeting with our team of individual contributors. (skip skip). The ICs have developed a pattern of throwing out complaints (not solutions) in those meetings. This creates a domino effect afterward. VP tells MD to fix the pain points. MD passes them to us, and we pass to the team to solve. We outlined a huge plan to cover the pain points the day before the most recent skip level, and a few bad actors who didn't have the full story complained as if the plan was not sufficent. Team members tried to defend, but they were unsuccessful.  

How do we get the message to the bad actors that their behavior is counter productive without appearing to be trying to cover our backsides?
