If a potential candidate has the contact information for a hiring manager in the company to which they wish to apply for a posted position, what is the protocol that should be followed?

The potential candidate should try to find the contact in their network and seek an introduction?
The potential candidate should contact the hiring manager using a false pretense to gain visibility with him/her.
The potential candidate should contact the recruiter with whom they have an established relationship to handle the introduction.[/list:u]

Sorry but what does OBE mean? The only two meanings that come to mind are "Order of the British Empire" & "Out of Body Experience"

OBE means Overcome By Events. Wither missed the deadline, or the situation has changed so much that the deadline is no longer relevant.

... it depends. Some managers love the fact that you have taken initiative and put out some effort to find them. Others want you to go through the system. Unless you know someone you trust who can tell you either way, you won't know until after the action is implemented.
